Items with the NO_ROMS flag should not be marked as "missing".

Not sure if this one has been reported yet or not... There are quite a few romsets in MAME that have placeholders for incomplete sets (dummy roms). In the rom directory, RC shows these romsets to be complete (dummy roms included, icon is green)... but in Games Database listing, the same roms are mar...
