RC 3.51 and 3.52 doesn't create dummy roms for me. I've tried MAME Plus 0.139 and 0.139u1. RC says: Can be generated. But when I push Create dummy roms option nothing happens. I've tired the procedure with 4 bios: atarisy1, cdi, galgbios and nss.

You're right, some problems occured in the nodump generation. I will fix that problem.

thank you for update
files with quotes work great now

another thing i noticed just now is with files having extreme dates

Overflow occurred during data type conversion.
Error Code: 14

those won't get added to internal db
they come from torrent7z archives extracted with winrar 3.93 on NTFS partition

it's WinRar messing up date, 7z sets it to current
i've reported this to them, hopefully it'll be fixed in next version
