Have I found a bug? Playing with language order an P/C dat

Hi there, not really sure if I am doing a mistake or if I just find a bug.

Playing with a NDS romset.
I created a new db with 1G1R option, and following order of languages/regions -> Spain > Europe > World > None > USA > Japan

I donwloaded dat P/C XML from datomatic.

So I checked that Romcenter ignores my rom "007 - Quantum of Solace (Europe) (Es,It)", instead is expecting "007 - Quantum of Solace (Europe) (En,Fr)". Checking info from datomatic, english version is set as parent of spanish version.

Anyway, I though that Romcenter would check regions order, so it would take spanish version even its not the parent. Am I missing something?
